### DOCUMENT_LEVEL_RULES drifted from validateDocument() — declares 7 rules, 6 run, and one is a section rule

## Finding

`DOCUMENT_LEVEL_RULES` (`packages/validation/src/hard-output-rules/rule-mapping.ts:145`) declares **seven** rules:

## Context

Parity pass against `DeusData/codebase-memory-mcp` (HEAD `97ce23f`, v0.9.0, re-cloned 2026-07-24). Cross-repo tracking in cdeust/enterprise-backlog#27; **this issue is the prd-gen-side work and is completed here, not there.**

CBM ships 21 CI workflows including `scorecard.yml`, `codeql.yml`, `dco.yml` and `_security.yml`, with cosign/SBOM/SLSA attestation in `_build.yml` and `release.yml`.

### feat: MCP prompts + tool profiles + resources interop shim — publish the pipeline ordering as protocol

## Context

Parity pass against `DeusData/codebase-memory-mcp` (HEAD `97ce23f`, v0.9.0, re-cloned 2026-07-24), tracked by cdeust/enterprise-backlog#26. This repo had no issues from the pass; these are its two.

CBM's MCP server (`src/mcp/mcp.c`) implements three surfaces `prd-gen` does not:

1. **Prompts** — `prompts/list` (mcp.c:10817) / `prompts/get` (mcp.c:10819), publishing composed workflows with typed arguments (`name`, `title`, `description`, `required`).
