## Task: Modularize `meta.ts` and Tag All Meta Tools as Experimental

### Goal
Refactor the monolithic `src/tools/meta.ts` file into a modular directory structure and ensure all Meta tools are automatically marked as experimental.  
The new structure must improve maintainability and clarity while preserving runtime behavior and documentation generation.

Roll out meta tool phase 1 as per the related document in the doc folder. Follow its instructions precisely. Ensure at least 90 percent test coverage of the tools introduced in phase 0 and the newly yet to be built tools of phase 1.
