The open DNS-rebinding report [GHSA-5r2f-7788-qp8v](https://github.com/SylphxAI/pdf-reader-mcp/security/advisories/GHSA-5r2f-7788-qp8v) and the earlier transition-address report both land on the URL fetch path, and both reports point at code in this repository. What is missing is a product decision: **who is a `url` source for?**

Concretely, the decision changes the fix:
