## Summary

ControlKeel has a seven-stage authorization chain for MCP tool calls. It runs on the hosted HTTP transport and not on the local stdio transport. Stdio is how Claude Code, Cursor, Codex, and every other editor-embedded agent connects — so the governed path is the one almost nobody uses, and the ungoverned path is the default.

### Capability placement: six surface gaps, four web features that belong elsewhere, and a parity check to keep them aligned

### EPIC: surface and scope architecture — human vs agent placement, entity tenancy, deployment modes, and the slice order

### Observability web UI: de-noise, CLI parity, and de-duplication

## Overview
**Objective:** make the `/observability*` web views less noisy, strip filler, and stick as close to the `controlkeel obs` CLI as possible — while improving UI/UX and removing information blocks that repeat across routes/pages.

The web renders the **same backend data** as `obs` and `ck_observability`, but wraps it in marketing prose and duplicates blocks already shown elsewhere. The CLI is fact-only (`observability_lines/1`, 12 lines, zero prose); the web should match that density. R
