### [BUG] Initial database download fails due to hardcoded MIN_SIZE expecting 900MB (actual size is 123MB)

## Bug Description

**What's wrong?**
When initializing the server for the first time, the automated download of the SQLite database fails. The downloaded and uncompressed database is 123 MB, but the hardcoded `MIN_SIZE` validation check in `src/utils/ensure-database.ts` expects a minimum of 900 MB (`900 * 1024 * 1024`). Because of this mismatch, the script deletes the successfully downloaded file and crashes the MCP server.

### [BUG] Windows install fails — postinstall uses Unix-only shell syntax

On Windows, 'npm install -g @ansvar/dutch-law-mcp' fails because package.json postinstall uses 'test -d dist || npm run build || true'. Windows cmd.exe does not recognize 'test' or 'true'. Suggest using a cross-platform approach like 'npm-run-all' with a conditional JS check, or shipping the dist/ folder in the npm package so build is not needed on install.

### validate_citation and search_legislation fail to resolve 'Auteurswet' by name (wrong BWB-ID used)

## Bug Description

`validate_citation` and `search_legislation` fail to find the Auteurswet when referenced by its common name. The server appears to resolve the name to an incorrect BWB-ID.

## Steps to Reproduce

Call `validate_citation` with:
