### Why the tool list is not verified

Engram by get-engram refuses an anonymous `tools/list`, which is the correct thing for a server holding real user data to do. Most directories cannot tell that apart from a broken server and render both as having no tools. It is not broken — it is gated, and it answered us to say so.

When using Engram as an MCP connector in ChatGPT (Settings > Apps > Developer mode), tool calls to Engram are blocked. ChatGPT reports: "I also tried to pass your request to Engram, but the tool call was blocked, so I can't confirm that anything was saved there."
