### [BUG] Copilot permission hook blocks ~65 seconds when no GitKraken client responds

### Description

GitKraken Desktop 12.5.0 installed a blocking `PermissionRequest` hook for GitHub Copilot CLI:

### MCP server reports "must be authenticated" while gk auth login shows an active login (Windows)

## Summary

`gk mcp` returns "you must sign into your GitKraken account" for every tool call, while the exact same `gk.exe` in the same install directory reports an active login.

Install dir: `%LOCALAPPDATA%\GitKrakenCLI`

## Steps to reproduce

1. `winget install gitkraken.cli`
2. `gk version` — bootstraps core into `%LOCALAPPDATA%\GitKrakenCLI`
3. `gk auth login` — `Welcome to GitKraken CLI, <username>`
4. Run `gk mcp` via an MCP client and call any tool

### [MCP] issues_create for Jira posts the Markdown body as literal text (no ADF / wiki-markup conversion)

> **This is a GitKraken MCP server issue** (the `issues_create` / `issues_add_comment` tools), not a `gk` CLI command issue.

`issues_create` with `provider: "jira"` sends `body` to Jira Cloud as a plain string.
