O PNCP cobre licitações sob a Lei 14.133/2021, mas TCEs estaduais (Tribunais de Contas) mantêm suas próprias bases com:

  • Históricos pré-PNCP (antes de 2021)
  • Dados de execução contratual (empenho, liquidação, pagamento) — que o PNCP não tem
  • Auditorias e julgamentos de contas

Adicionar adapters opcionais para TCEs estaduais transformaria o MCP em ferramenta de investigação completa, não só de monitoramento.

npx obsoleto

Bug description

Parece-me que o npx está obsoleto, e de qualquer modo não instala nada, correto?

Steps to reproduce

Leia README, dá npx como instalação.

Expected behavior

Especificar npm exec, e esclarecer que não é uma instalação.

Actual behavior

Roda o módulo silenciosamente, deixando o usuário leigo no escuro.

Context

PR #21 expanded coverage for the date utilities but dropped the existing tests for formatPncpDate — that function still exists at src/utils/dates.ts:3 and is used by defaultDateRange. We should restore minimal direct coverage.

What to do

Add ~2 test cases to tests/utils/dates.test.ts covering:

  1. Zero-padded output — formatPncpDate(new Date('2024-03-05T12:00:00Z')) returns '20240305' (month/day padded to 2 digits)

good first issue: traduzir mensagens de erro de tools para PT-BR

Contexto

As mensagens de erro retornadas pelas tools estão atualmente em inglês — ex.:

  • "Invalid arguments: ..."
  • "Date range of N days exceeds the PNCP limit of 365 days."
  • "PNCP request timed out after 27000ms"

Como o público-alvo do projeto é majoritariamente brasileiro, faz sentido espelhar essas mensagens em PT-BR sem perder as versões EN (o LLM consome bem ambas).
