### siGit Code confused about git related tools

siGit Code thinks that the git-related tools baked in in it are valid for GitHub, while it's only for siGit Si. The solution is 
- to make the tools forge-agnostic
- restrict the system prompt to only valid in siGit Si

### acp: raw tool call tag when there's plan

Built from the dev branch after merging https://github.com/getsigit/sigit/pull/95. This seem happened only when rendered plan. It could be a bug in how we render plan.
