### chore: optimize tool schema descriptions for token efficiency

## Problem
Tool descriptions contain redundant words that cost tokens without helping the agent. Every token in a schema is paid on every conversation.

### feat: discovery tool for dynamic module loading

## Problem
Even with `--modules`, users must know which modules they need upfront. Agents can't discover capabilities at runtime.

## Solution
Add an optional `--discovery` mode that registers a single meta-tool `swiss_discover` (~100 tokens at startup). The agent calls it to see available modules, then requests specific ones. Tools register dynamically via MCP's `tools/list_changed` notification.

mcp-swiss registers all 62 tools (~7,195 tokens of JSON schema) on every connection, regardless of what the user needs. A user asking about trains pays a 92% token tax for 57 tools they'll never use.
