### Why the tool list is not verified

tectonic plates refuses an anonymous `tools/list`, which is the correct thing for a server holding real user data to do. Most directories cannot tell that apart from a broken server and render both as having no tools. It is not broken — it is gated, and it answered us to say so.

`/docs` is the page a stranger reads before deciding to give an assistant access to an account. Its **What is stored** section (`views/docs.erb:112-118`, live on production as of today) says:
