### Enable GitHub Discussions and align discussion categories

Follow-up from `Forge-Space/.github#11`.

This repository does not currently have GitHub Discussions enabled, but it is part of the shared Forge Space intake and roadmap model.

Scope:
- enable GitHub Discussions for this repository
- align categories with the org contract: `Ideas`, `RFCs`, `Q&A`, `Announcements`
- verify the shared org discussion forms apply cleanly
- document any intentional repo-specific deviation from the shared discussion model
