[demo] Wire /base/tx-decision into a Base trading-bot submission loop (reference wrapper)

Write a small reference wrapper (Python/TS) around https://x402-mcp.onrender.com/base/tx-decision ($0.01/call) that a Base bot calls before submitting each tx to decide submit-now-vs-wait + EIP-1559 sizing. Include a minimal (can be stubbed/simulated) example bot loop calling it at least 3x against real current Base gas conditions, logging the decision + fee params.
