Integrate changes to endpoints in RDB instance
The RDB API had changes concerning endpoints, it is now possible to create an instance without any public endpoint, and the public endpoint will not be created by default anymore.
To integrate this change, we will need to add the load-balancer endpoint type to the arguments to allow users to still have one if they choose to. This should look like that for configuring both a public and a private endpoint:
$ scw rdb instance create [...] init-endpoints.0.private-network.pn-id=xxx-xx-xxx

### Add support for plugins in the CLI
### Description
It would be useful to have a plugin mechanism like the one provided by kubectl
