pay_x402 and auto-pay settle scheme:"upto" as a full upfront transfer

Summary

On current main (5d1fe67644458242c8cd22fcbddc7d94f1ee124d on 2026-08-12), AgentWallet's x402 payment paths treat scheme: "upto" like an upfront exact transfer of the full authorized maximum.

That breaks upto semantics and can overcharge the buyer relative to actual usage.
