feat(fdic_search_institutions): match FDIC's alternate city spellings (hyphen or space, D'Alene)

Use case

FDIC records some cities under more than one spelling: both Winston-Salem and Winston Salem appear in NC, and both Coeur D'Alene and Coeur D Alene appear in ID. The city input on fdic_search_institutions sends only the given form and its title case, so the correct spelling can return zero results, or a subset with no notice that more exist.

fdic_dataframe_describe with no name returns every live dataframe in full: columns, provenance and query params, with no cap and no truncation notice. Twenty-three staged tables produced a 34,980-byte response, growing by about 1.5 KB per table. On a shared deployment, dataframes live 24 h under one tenant, so this listing keeps growing.
