Document and test Platform Plugin Match/List routing and input contracts

Make the Platform Skill reliably choose and call the two Plugin discovery capabilities, with an API-doc-style reference for their real MCP inputs and outputs. Publish springbrand-dev support for Action Capabilities
Goal
Publish the next immutable springbrand-dev prerelease whose Canonical Skill can safely use the Action Capabilities now exposed by the development Connector Gateway.
