Enable GitHub Discussions and align discussion categories

This repository does not currently have GitHub Discussions enabled, but it is part of the shared Forge Space intake and roadmap model.

Scope:

• enable GitHub Discussions for this repository
• align categories with the org contract: Ideas, RFCs, Q&A, Announcements
• verify the shared org discussion forms apply cleanly
• document any intentional repo-specific deviation from the shared discussion model
